Sanciones para conductores que pasen por la luz amarilla en el semáforo
4 min read– It shouldn’t be viewed as the state’s desire to fill the budget, but rather as the intention to prevent the depletion of the budget, because traffic accidents cost a lot. According to calculations done in 2015, the representative costs per fatality were 467,000 dinars. This means that, for example, last year according to these calculations, we lost 259 million euros in traffic accidents. This is based on the 2015 calculation, but if we were to use the parameters adopted recently in the EU at 1.1 million, the amount for the previous year would be 610 million euros.
The losses are huge and there is a necessary need for the state to expand video surveillance – says Okanović. – If you go through a yellow light, you will not be penalized. You should drive as normally as before, with the note that those who used to occasionally pass through a red light will no longer be able to do it unnoticed – he adds. These are the intersections for the cameras – Trgovačka and Jablanička streets on Čukarica – Intersection of Francuska Street and Gospodar Jovanova – Intersection of Bulevar Mihajla Pupina and Miletnija Popovića – Intersection of Bulevar despota Stefana and Cvijićeva Street – Bulevar kralja Aleksandra near the Đeram market.
Dr. Zlatko Belecan says that automatic detection of violations has existed for a long time. He explained how the cameras that monitor traffic regulations work. – The first photo shows an empty space, a stop line, and a red light, then there is a protective period to avoid capturing someone passing through the yellow light, which is not included in the violation detection. The next photo clearly shows passing through the red light, and the following two photos show the vehicle leaving the intersection, that is, crossing the stop line.
This is very important for proving the violation, and the judicial practice accepts it as credible evidence because the time of the violation is unmistakably visible, when the red light turned on, followed by an empty space to show that the vehicle did not pass through the yellow light as some try to interpret – he says. If a driver causes a traffic accident by passing through a red light, the initiation of criminal proceedings is punishable by a prison sentence of at least 45 days or a fine of 120,000 to 150,000 dinars, and 16 penalty points along with a driving ban of at least 10 months. Reckless driving is considered a serious violation for which more severe penalties are prescribed, and this applies if a driver passes through a red light at a traffic light two or more times within 10 minutes. By behaving in this way, the driver disregards the safety of other traffic participants, which is an element that classifies this kind of driving as reckless.

As a reminder, for a vehicle passing a red light, which some cameras in Belgrade already automatically detect as of last month, or for not stopping in front of a pedestrian crossing regulated by traffic lights, the prescribed fine is from 20,000 to 40,000 dinars or imprisonment for up to 30 days, 6 penalty points and a protective measure of a driving ban. Dr. Zlatko Belecan says that automatic violation detection has existed for a long time.
